We are sorry to hear you are having problems completing payments with your Lloyds account. This is an issue that is affecting the payment journey for Lloyds Banking Group (including Lloyds, Halifax and Bank of Scotland). The payment cannot be processed because it freezes on a page that reads "We're just carrying out a few quick checks".
We would like to assure you that we are aware of this issue and we have reported the issue to Lloyds. They are currently working on releasing a fix, which should be released by the 21st of July.
