To consent to a Starling USD account you need to provide your GBP account number in the "account number" field in the web flow. See picture below for more details.
Can I consent to a Starling USD account without consenting to a Starling GBP account?
Yes, this limitation is present only if you follow the web flow. App2app flows will let you select just the account you want.
